Boxcars of this series represent an ex-Railbox car that the Lackawanna Terminal Railway picked up on the excess freight car market following a downturn in the leased freight car business. The Lackawanna Terminal Railway uses this type of car in general revenue service as well as specifying certain numbers of the fleet to service form the Southern Tier Reload Center in Leicester, New York which breaks down car loads of building materials for trucking to off line customers who do not have sidings or are too small to need an entire carload to satisfy their needs.

This car series is a general service boxcar used mainly for shipments from domestic parts suppliers to several auto parts warehouses built in strategic metropolitan locations from Buffalo, New York to Bayonne, New Jersey and can be seen roaming all across the Lackawanna Terminal Railway's system. This particular boxcar is headed west toward Michigan for reloading back to the east coast.

Caught by railfan photographers being drilled is Lackawanna Terminal railway's RBL boxcar 69351 which has been used in captured service for Amalgamated Processed Foods  of Atlanta, New York. This car is in integral part of the Lackawanna Terminal Railway's policy and commitment to on-line shippers to maintain a fleet of cars available on short notice; a policy that has kept shippers from going back to trucks which was a standard mode of transportation before the Lackawanna Terminal Railway took over the running of this line from Conrail in 1976.
